The higher costs of digital versions can be attributed to licensing agreements with publishers, which require libraries to rent the materials rather than own them outright. This has led to long wait times for digital copies and financial challenges for libraries nationwide.
To address these challenges, the Vancouver Public Library Foundation is campaigning for specific funds to support the library’s collections within its annual budget of $65 million. Additionally, industry organizations are advocating for government intervention to address pricing practices and ensure fair access to digital content.
The Canadian Federation of Library Associations and the Union of B.C. Municipalities have called for policy changes and increased government funding to alleviate the strain on library budgets. With over 90% of library funding coming from local governments, there is a growing need for sustainable solutions to support digital collections and accessibility.
