Prime Minister Mark Carney’s Liberal administration unveiled its inaugural budget on Tuesday, ushering in “a new era of leadership and an innovative economic framework.” The comprehensive 406-page blueprint outlines substantial cuts and investments aimed at stimulating growth and productivity in the face of trade uncertainties and a sluggish economy.

Key points from the Liberals’ 2025 budget include:

The budget forecasts a deficit of $78 billion for 2025-26, projected to decrease to $65 billion the following fiscal year, with a gradual decline to $57 billion by 2029-30. A commitment is made to balance operational spending within three years. Despite these efforts, the current deficit surpasses the previous Liberal government’s pledge of $42 billion and the Conservatives’ support threshold.

The budget outlines approximately $141 billion in new spending over the next five years, partially offset by billions in cuts and savings.

Efforts to downsize government and reduce spending involve a comprehensive expenditure review aimed at curbing federal operational expenses. This initiative is anticipated to yield annual savings of $13 billion by 2028-29, contributing to a total of $60 billion in savings and revenues over five years. The budget emphasizes redirecting taxpayer funds towards infrastructure, clean energy, innovation, and productivity, while reducing day-to-day operating expenditures to safeguard social benefits.

Plans to “supercharge” growth and competition involve introducing a “productivity super-deduction” tax measure, enabling companies to accelerate write-offs on capital investments. Additional measures target manufacturing and processing buildings, as well as a new capital cost allowance for liquefied natural gas equipment and related infrastructure.

The budget underscores a focus on infrastructure development, with initiatives including the implementation of the Major Projects Office, receiving $214 million over five years. Other projects include funding for local infrastructure such as housing, roads, water facilities, and health facilities, amounting to $51 billion over 10 years to stimulate job creation.

In addressing immigration, the budget proposes significant reductions in admission targets, aiming to transition up to 33,000 work permit holders to permanent residency in 2026 and 2027. Efforts to fill labor gaps involve establishing a foreign credential recognition action fund and a strategy to attract international talent, including recruiting over a thousand highly qualified researchers to Canada.

The budget allocates $81.8 billion for defense over five years, with a substantial portion dedicated to recruiting and retaining Canadian Armed Forces members and enhancing defense infrastructure. Investments are also directed towards bolstering the Communications Security Establishment’s digital infrastructure for modern warfare capabilities.

Regarding environmental policies, the budget suggests that effective carbon markets and enhanced regulations could eliminate the need for an oil and gas emissions cap in the future. The government emphasizes utilizing technologies like carbon capture and storage to mitigate emissions.

In media and entertainment, the budget includes $150 million for CBC/Radio-Canada to enhance public service mandates and explore modernization. There are also discussions about potential Canadian participation in the Eurovision Song Contest.

Lastly, the budget eliminates high-end taxes on vacant housing ownership and luxury aircraft and boats to streamline the tax system and reduce compliance and administrative costs.

Overall, the budget sets forth a comprehensive plan to navigate economic challenges, foster growth, and reshape government spending priorities in alignment with the Liberals’ vision for Canada’s future.
