Halifax police have disclosed that a minor is confronting multiple child pornography accusations for purportedly participating in an online extremist faction that coerces children into self-harm and engaging in sexual conduct on camera. Chief Don MacLean emphasized the importance of parental vigilance in light of this case, cautioning that such groups operate openly on popular online social media and gaming applications. These groups, he explained, establish contact with victims through these platforms and then proceed to groom them.

The victims are coerced into capturing, distributing, or live-streaming private images, self-harm activities, violence, sexual acts, child pornography, and acts of animal cruelty, revealed the police chief. It is believed that the arrested youth had communicated with numerous young individuals globally over time.

RCMP Sgt. Danielle Pollock from the internet child exploitation unit detailed that the youth was an active member of an online sub-group named 764, under the wider Com Network. She highlighted that what distinguishes this group is its motivation, which mostly revolves around gaining recognition within the Com Network, rather than financial gain.

The investigation into this case commenced in May following a tip from the Canadian National Child Exploitation Crime Centre in Ottawa. The group exploits the chat functions on social media and gaming platforms to target vulnerable youths, typically aged between eight and 18. Platforms such as Discord, Minecraft, Roblox, Telegram, Twitch, and Steam are commonly used for this purpose.

The perpetrators often engage their victims in lengthy online conversations to build trust and friendship before coercing them into committing such acts, explained Pollock. This manipulative conduct is classified as grooming. Some victims have been found harming their pets or engaging in self-harm behaviors. Parents are advised to closely monitor their children’s online activities and to be vigilant about any signs of distress or unusual behavior.

The Com Network, an international group reportedly established in 2020, is not categorized as a terrorist group by the RCMP, although other countries view it differently. The Halifax police are collaborating with various international partner agencies due to the global operation of 764 and the Com Network.

Dave Boon, the superintendent of the integrated criminal investigation division in Halifax, refrained from disclosing whether there were Canadian victims of the Halifax youth involved, citing the ongoing investigation. The police have chosen not to reveal the age and gender of the youth due to the severity of the criminal group, as per Halifax police spokesperson Marla MacInnis.

In a news release, authorities encouraged parents and guardians to have conversations with their children regarding online safety and privacy, offering practical tips to safeguard children from online risks. These include implementing controls on online gaming interactions, avoiding headphone use during online gaming, monitoring device usage in shared spaces, and educating children about the importance of not sharing personal information online. Parents are also advised to be alert to any changes in their children’s behavior and to encourage open communication about online interactions.
