Renewable Energy Struggles Amid Alberta Policy Changes

Recent pipeline and data center initiatives are advancing in Alberta, yet the renewable energy sector in the province continues to encounter challenges, experts suggest.

A report released this year by the Business Renewables Centre Canada revealed a drastic 99% decrease in new corporate renewable energy agreements from 2023 to 2025.

The 2025 Renewables in Review report highlighted a significant drop in investment in Alberta’s once-thriving renewable energy market following a seven-month halt on clean energy projects in 2023.

David Vonesch, CEO of SkyFire Energy, described the situation as “death by a thousand cuts,” attributing the decline to a combination of policy and regulatory changes causing uncertainty among investors.

Reasons Behind the Decline

The 2023 moratorium halted corporate investments in renewable projects for seven months in Alberta, followed by a series of policy changes that imposed restrictions on project locations and introduced new regulatory requirements.

Additionally, new regulations mandated a 30% security deposit upfront for wind and solar projects under a reclamation policy introduced by the province.

Jorden Dye, from Business Renewables Centre Canada, emphasized that the regulatory changes and uncertainty created by the government decisions had a significant impact on investor confidence.

He underscored that the evolving regulations and policy uncertainties posed the most substantial deterrent to investors in a market with increasing volatility.

Vonesch criticized the provincial government for what he perceives as a lack of support for the renewable energy sector, citing various actions that hindered industry growth.
