Long-serving Quebec environmental advocate Steven Guilbeault has stepped down from his position in the federal cabinet due to disagreements over a potential pipeline project in Western Canada, sparking discussions on the role of activists in government.
Guilbeault, a former environment minister under Justin Trudeau and a key member of Mark Carney’s cabinet, expressed his inability to continue in his role while Carney supported the pipeline project. Despite serving as the official languages minister and the minister of Canadian identity and culture, Guilbeault’s resignation highlights the challenges activists encounter in balancing personal convictions with broader political objectives.
Upon entering federal politics in 2019 and winning a downtown Montreal riding, Guilbeault, known for his extensive environmental activism with the lobby group Équiterre, became a prominent figure. His strong opposition to the Trans Mountain pipeline expansion, which the Trudeau government acquired in 2018 to ensure its progress despite widespread opposition, showcased his commitment to environmental causes.
Guilbeault’s cabinet position initially limited his ability to publicly oppose government policies, a constraint imposed by the principle of cabinet solidarity. Despite his environmental background, some viewed his assignment to the heritage portfolio as a strategic move to avoid conflicts with Western Canadian interests.
Following his resignation, Guilbeault emphasized his dedication to climate change advocacy and environmental protection as his primary reasons for leaving the cabinet. His decision came shortly after Carney and Alberta Premier Danielle Smith signed an agreement aimed at facilitating the construction of a pipeline to transport oil from Alberta to an export terminal on the Pacific coast.
Although stepping down from the cabinet, Guilbeault intends to remain a Liberal MP, with calls from Green Leader Elizabeth May for him to join her caucus. The episode underscores the ongoing tension activists face in politics, especially when balancing their principles with the need for compromise.
