Chevron to Invest $7 Billion to Double Oil Production

Chevron has announced plans to invest over $7 billion US in its Venezuela joint ventures to double oil production to around 600,000 barrels per day within the next five years in the South American nation, as stated by the prominent U.S. oil major on Wednesday. The expansion will see Chevron’s Petroindependencia joint venture encompassing two additional areas in the Carabobo region situated within Venezuela’s extensive Orinoco Belt.

Chevron’s CEO Mike Wirth expressed confidence in Venezuela’s abundant resources and its attractiveness for long-term investments as the company deepens its roots in the country with this strategic move. This development follows closely on the heels of a significant deal unveiled by U.S. President Donald Trump involving a substantial portion of Venezuela’s oil reserves, where the American government secured an equity stake in a private oil entity operating in the region. While separate from this agreement, Chevron’s expansion aligns with Trump’s efforts to bolster production in Venezuela.

Notably, Venezuela holds the world’s largest oil reserves, yet its current output stands at approximately 1.25 million barrels per day, a stark decline from over three million barrels per day achieved two decades ago due to years of mismanagement and underinvestment within the state-run oil company PDVSA. The country is projected to reach a total daily oil output of two million barrels by the end of the current decade, according to U.S. Energy Secretary Chris Wright.

Chevron’s new agreements offer favorable fiscal, commercial, and legal terms to safeguard long-term investments, with production costs anticipated to be below $20 US per barrel. The existing infrastructure of the joint venture is well-maintained, and the development in the additional areas will leverage the current facilities and pipeline infrastructure, as highlighted by Wirth in a recent CNBC interview.

In a significant move, Chevron executives, including Wirth, held discussions with interim Venezuelan President Delcy Rodriguez, marking Wirth’s maiden visit to the nation. The company’s expansion efforts in Venezuela are part of a broader trend, with other industry players such as ENI, KEO Capital, and Primavera, the latter co-founded by billionaire Fred Ehrsam, poised to ink energy agreements in the region imminently, according to close sources. These pacts signify expansions of ongoing projects under the revamped energy landscape following a sweeping oil reform enacted in January.

Following the political changes in Venezuela earlier this year, Trump advocated for a $100-billion US reconstruction initiative to revive the country’s energy sector, urging U.S. oil companies to invest in Venezuela. While Chevron has maintained a steadfast presence in Venezuela for over a century, other major players like ExxonMobil and ConocoPhillips exited the market in 2007 when their assets were nationalized under the previous administration of President Hugo Chávez.

As Chevron strengthens its position in Venezuela, the U.S. involvement in the North American Blue Energy Partners’ venture to develop 17 oilfields containing approximately 64 billion barrels of crude reserves is poised to reshape the energy landscape, according to Oswaldo Felizzola, an energy center coordinator in Venezuela. The evolving dynamics underscore a shifting paradigm in the oil industry, with a significant U.S. oil entity set to emerge from the NABEP deal.

Chevron’s strategic investment in Venezuela underscores its commitment to expanding operations and leveraging the country’s vast resources for mutual benefit, amidst a dynamic global energy landscape.
