Haldimand County is set to receive $500,000 from Ontario Power Generation to explore new energy production possibilities at the former Nanticoke coal-fired plant. The move comes as the province contemplates reintroducing electricity generation to the site, which was decommissioned more than ten years ago.

The funding, termed as “growth readiness funding,” will facilitate the initiation of community consultations and planning between the municipality and OPG for new “firm” energy generation options. This may include the consideration of small modular reactors (SMRs), which provide reliable on-demand electricity production unlike wind or solar power.

While the specific technology to be implemented remains undecided, Energy and Mines Minister Stephen Lecce mentioned that hydrogen, natural gas, and nuclear energy are among the primary contenders. Lecce emphasized the importance of engaging in meaningful discussions before determining the technology to be utilized, speaking during a news conference at the Nanticoke facility, once the largest coal-fired plant in North America.

Ontario’s initiative to expand electricity generation is in response to an anticipated surge in electricity demand, projected to escalate by up to 90% by 2050. Nanticoke, with its existing infrastructure and permits for up to 3,000 megawatts of electricity generation, is deemed an ideal location for a new power project. The site boasts access to high-voltage transmission lines, rail services, and a port.

The funding will also aid Haldimand County and neighboring communities in comprehending the implications of various projects. OPG’s senior vice-president of enterprise strategy and growth, Kim Lauritsen, highlighted that the community’s capacity to plan for different energy generation types will be enhanced through this financial support.

Mayor Shelley Ann Bentley expressed intentions to utilize the funds to educate residents, engage with neighboring municipalities and Indigenous partners, and gather feedback before any definitive decisions are made. Bentley anticipates the commencement of new energy generation activities at the site within a timeframe of five to ten years.

For Haldimand Deputy Mayor Deborah McKeen, the announcement holds personal significance, having worked at the Nanticoke Generating Station for 27 years until its closure in 2013. McKeen’s enthusiasm was evident as she reminisced about the camaraderie and pride among workers in supplying electricity during peak demand periods.

The project’s potential to generate thousands of jobs was also emphasized by provincial authorities. Notably, the previous government’s decision to close the plant underlined the importance of transitioning to cleaner energy sources. The current government is focusing on ensuring that future energy projects also create long-term employment opportunities for the community.

While the specific job creation estimates are yet to be determined pending technology selection, the province cited the example of the planned small modular reactors at Darlington, which are projected to generate a substantial number of construction and permanent jobs. The support for nuclear energy in Nanticoke has been evident, with Haldimand County Council passing a motion in favor of nuclear energy and maintaining a wind power development moratorium since 2013.

Business leaders anticipate that a significant energy project of this magnitude would not only benefit Haldimand County but also have a positive ripple effect on the wider region. Renée VanKooten, president of the Simcoe and District Chamber of Commerce, highlighted the potential of such projects as catalysts for regional economic growth and prosperity.
