“Quebec Doctors Flee as Bill 2 Sparks Controversy”

In Quebec, the fallout continues as the Coalition Avenir Québec (CAQ) government used closure to push through a controversial bill altering doctors’ payment methods. Health Minister Christian Dubé introduced Bill 2, which became law within a day. The new law ties a portion of doctors’ pay to performance targets related to patient care, particularly for vulnerable populations.

The passing of Bill 2 has prompted a growing number of doctors to consider leaving Quebec’s public health system, with New Brunswick and Ontario poised to benefit. Ontario Premier Doug Ford expressed interest in recruiting Quebec doctors, attracting over 100 applicants for medical licenses in both provinces.

Quebec Premier François Legault criticized Ford’s recruitment efforts, emphasizing the need for collaboration rather than confrontation in addressing healthcare budget adjustments. Despite concerns and opposition, many Quebec doctors have initiated the process of applying for licenses in New Brunswick and Ontario, indicating a shift away from Quebec.

Vitalité, a New Brunswick health authority, reported a surge in inquiries from Quebec doctors, with CEO France Desrosiers noting a significant increase in interest compared to previous years. The Fédération des médecins omnipraticiens du Québec (FMOQ) president, Dr. Marc-André Amyot, described the situation as a tragedy for patients, highlighting the impact of doctors leaving on healthcare access.

Health Minister Christian Dubé urged physicians to gather more information before making decisions, emphasizing ongoing negotiations regarding remuneration. The Fédération des médecins spécialistes du Québec (FMSQ) announced plans to challenge the law in court, citing concerns about individual liberties being compromised.
